This is an article by the China Daily on the establishment of Chinese new immigration department.
Before 2018, the custom was controlled by Chinese military. The customs officers in Chinese used to be 边防官兵，which literally means border soldier. However, after March 2018, these "Border Soldiers" are substituted by the immigration police. The custom was no longer controlled by the military but by a sub-department of the public security ministry, State Immigration Administration.
The establishment of the State Immigration Administration is phenomenal because though China issued few green cards to foreigners, China was generally considered to be an nonimmigrant country. The found of the new Administration indicates that Chinese government might seek foreign immigrants to help accelerate the development of China, and China will be more international in the future.

As its first comment on this blog of the Chinese State Council, the Ministry of Human Resources and Social Security would like to make its position clear on the issue of the new approach to immigration that has been adopted by our great nation.
The People's Republic has long been a prime example of the intrinsically successful nature of socialism with Chinese characteristics. A combination of state-owned enterprises (SOEs), special economic zones (SEZ), and controlled foreign investment has led China to become the economic hub of the world and not only the global factory but also the global center of learning and innovation. This can largely be attributed to the productive Chinese workforce. Indeed, the "Chinese Dream" that Chairman Xi has often referenced is becoming more and more of a reality because of our nation's large labor supply, high worker efficiency, etc.
However, our fellow ministers must keep in mind the fact that inevitable demographic trends have foreshadowed a potential problem in the future. There has already been reported declines in the labor supply and by 2050, there will only be 700 million people of working age compared around 900 million now (China Daily, 2016). Thus, as the ministry in charge of labor, the MOHRSS proudly announces its support for the recent changes in immigration administration. It is confident that the State Immigration Administration will be better equipped to carry out future immigration decisions. The MOHRSS also encourages the creation of a more comprehensive quota system for immigrants, ensuring a steady supply of skilled labor. Of course, competition with the domestic workforce is a serious problem, as in any country, but if a quota system is established, the MOHRSS will help dictate the appropriate enforcement techniques.
The MOHRSS is dedicated to carrying out Chairman Xi's "Made in China 2025" vision and it is confident that although the Chinese workforce will be front and center in making this dream a reality, a little bit of foreign immigration won't hurt either.

人力资源和社会保障部希望用新的办法写心的移民政策。
人民共和国长期以来一直是一个特色社会主义成功的故事。我国有企业（SOEs），经济特区（SEZs）和外商外国投资，等；这些政策就是为什么中国成为了世界的经济中心，全球工厂，全球学习，和创新中心。我们也不能忘记中国人民的辛苦和劳动力。习主席没错，他说的“中国梦”越来越成为现实。
但是，我们的部长们必须记住，我们国家的劳动力正在慢慢的下降。据报道，我们国家现在有差不多九亿人在劳动，可是到了2050年，我们只会有7亿人在劳动《中国日报》。因此，作为负责劳工的部门，人力资源和社会保障部自豪地宣布支持最近移民管理的变化。我们觉得这新的个国家移民部可以更好控制国家的移民数量。人力资源和社会保障部也鼓励为移民建立更全面的配额制度，确保稳定的熟练劳动力供应。当然，像别的国家，与国内劳动力的竞争是一个严重的问题，但如果建立配额制度，人力资源和社会保障部将帮助规定适当的执法技术。
人力资源和社会保障部致力于执行习近平主席的“中国制造2025”愿景，并有信心尽管中国劳动力将成为实现这一梦想的前沿和中心，但一点点的外国移民不会有太多的伤害。

ReplyDelete交通运输部在此全力支持此次中央做出的有关正式成立移民局的决定。
但要注意的是， 外国移民大量进入我国有利有弊。 好处是可以缓解我国在可预见未来的劳动力短缺问题，坏处是我国自建国起，尚未经历过此等事件，可能在正式执行相关政策时遇到大量实际问题。 但我相信，如果我国未来的趋势必定是成为一个移民国家，那我等部长必尽全力克服此等问题。 不仅如此， 外国移民如何融入我国文化与人民， 各个群体的宗教问题 以及我国之后的核心价值观要不要与时俱进都值得我们研究并准备。
我交通运输部表示欢迎与人力资源和社会保障部合作，共同筛选移民中对我国社会主义建设能做出贡献的外国友人。 我部愿意接纳来自外国的人才， 尤其是与 基础设施建设， 交通管制（海陆空）， 新飞机制造， 新能源汽车， 城市规划， 法律（道路法）相关的有关人士。
我们应该坚在以习近平主席为中心的党中央的领导下， 我国一定会完成中华民族的伟大复兴。
对于外国移民之问题，我觉得有必要再谈几句。1.中央的此次决定是极其明智的，因为我国正在建设法治社会，随着我国的发展，移民以及移民管理的正规化势在必行，以预防不必要的社会治理问题。2.如何吸引高质量移民是我们大家都要考虑的问题， 高质量移民，他们带着科技技术以及经验，在哪都受欢迎，但如何让我国变成他们的第一选项是现阶段比较困难的。我们应该深刻的讨论如何与世界再接轨，让我国过变得更加富强，使我国人民的幸福水平在提升。让我们的文明再一次矗立于世界之巅，恢复那天朝上国的荣光。 只有这样，既使我国人民受利，也能达到吸引高质量移民加入我国的目标。
